01 / JOURNEY

A career spanning teaching, entrepreneurship, public service and international cooperation

20+

More than twenty years of experience in education and international cooperation, interspersed with two terms as Haiti’s Minister of National Education.

Before joining Group Croissance S.A., I worked as a civil servant at Haiti’s Ministry of Planning and External Cooperation, followed by the Central Bank of Haiti. I then joined Group Croissance, a Haitian consulting firm specializing in economics, finance, business strategy and management, which I co-founded and led. My career continued through higher education, international cooperation and public service, including roles at Université Quisqueya and Aide et Action International, and two terms as Haiti’s Minister of National Education and Vocational Training.

THE JOURNEY IN DETAIL

Full biography

Business, economics and innovation

He began his career as a civil servant at Haiti’s Ministry of Planning and External Cooperation, then worked at the Bank of the Republic of Haiti (the central bank), before joining Group Croissance S.A., a Haitian consulting firm in economics, finance, strategy and management, which he co-founded and led. In 2013, he served as Vice-President of the Chamber of Commerce, Industry and Professions of Haiti’s North-East. He contributed to economic studies, business plans and institutional-strengthening initiatives, while supporting economic information and the promotion of science and technology among young people.

Higher education and skills development

In Haiti, he taught entrepreneurship at Université Quisqueya and headed its Small and Medium Enterprises department for ten years. In Guinea, he also taught at Gamal Abdel Nasser University of Conakry (UGANC) and the École nationale des arts et métiers (ENAM) in Conakry.

International cooperation

In Guinea, he served as a technical assistant on a project financed by the European Development Fund (EDF), contributing in particular to the training and support of local education committees and education-sector personnel. In 2006, he joined Aide et Action International as regional director for Latin America and the Caribbean, based in the Dominican Republic.

Public service and education reform

He served as Haiti’s Minister of National Education and Vocational Training from April 2014 to March 2016, and again from November 2021 to June 2024. His priorities included education-system governance, teacher professionalization, curriculum modernization, strengthening Haitian Creole as a language of learning, and developing technical and vocational education.

International engagement

A member of the Global Partnership for Education (GPE) Board since 2016, he chaired its Governance Committee and later its Finance and Risk Committee. In September 2025, he was appointed a GPE High-Level Envoy and Adviser.

His current reflections explore the links between human capital, youth, entrepreneurship, employment, governance and innovation, as well as relations between Haiti, the Dominican Republic, the Caribbean and the Americas.

02 / PUBLIC ACTION

Education reform: from decisions to change

Beyond announcements, which decisions were made, which initiatives continued, which new ones began, and what can already be documented? These public milestones offer a first view of change in Haitian education.

A

Curriculum, language and learning

Select to explore decisions, ongoing work and documented milestones ↓

Decisions adopted. The 2024–2054 curriculum orientation framework set a long-term direction; official decisions also addressed Haitian Creole and changes to learning.

Implementation underway. Newly compulsory subjects, competency-based programme rewriting, the preparation of teaching materials and teacher support are among the ongoing implementation tasks.

Documented developments. The framework was adopted and curriculum decisions were made public. System-wide implementation and effects on learning outcomes still require measurement.

B

Teachers, governance and data

Decisions adopted. Regulatory measures introduced teaching permits, which still face resistance, and a national school accreditation policy, strengthening requirements for monitoring the system.

Implementation underway. School, student and teacher identification has been organised through SIGE and NISU.

Documented developments. SIGE holds registration data on schools, students and teachers; administrative records alone do not measure gains in learning. They complement statistical reporting and support day-to-day decision-making.

C

School feeding and equity

Select to explore decisions, ongoing work and documented milestones ↓

Decisions adopted. A national school feeding policy and directions for local purchasing were established.

Implementation underway. Local procurement and coordination with school communities have developed progressively.

Documented developments. The growing share of local purchases is an implementation indicator; universal school feeding remains a goal, not an achieved result.

D

Technical and vocational education and training

Decisions adopted. A bill to reorganize and modernize technical and vocational education was approved by the Council of Ministers in 2014 and submitted to Parliament. Following parliamentary consideration and amendments, the law of April 10, 2018 established a legal framework for the sector.

Implementation under way. Technical and vocational secondary education and the technical baccalaureate were advanced through planning, partnerships and pilot initiatives, including in Port-au-Prince and Les Cayes in the South.

Documented milestones. The enacted law represents a verifiable regulatory milestone. Technical-training initiatives and institutions are documented, particularly in Les Cayes; actual opening dates, enrolment and outcomes of individual pilot pathways require institution-level confirmation.

Higher education and research

Decisions adopted. Bills on higher education, the regulatory agency and student social service were submitted but not enacted by Parliament. Three decrees published in 2020 subsequently established a framework for higher education modernization, ANESRS and student social service.

Implementation under way. Work to operationalize the National Agency for Higher Education and Scientific Research (ANESRS) continued through the installation of its council in 2026. The National Commission for Science, Technology and Innovation (CoNaSTI) was established in 2022. A joint MENFP–MSPP working group began work on medical-school accreditation in 2023.

Documented milestones. The decrees, CoNaSTI activities, initial medical-accreditation meetings and Haiti’s 2023 signature at UNESCO of the regional convention on recognition of higher education studies and qualifications are documented. ANESRS becoming operational does not mean every institution is accredited or degrees are automatically recognized abroad.
